    There are five major collective agreements in the local governmental sector. Some 72 % of the personnel are covered by the General Collective Agreement, for example registered nurses and kindergarten teachers. Teachers, physicians, technical personnel and hourly-paid employees each have their own agreements.





    There is considerable scope for making local agreements on conditions of employment in the municipal sector. Local authorities can make local agreements about issues such as pay and working hours. Local agreements may deviate for the better or for the worse from the collective agreements.

    About 80 % of all employees in Finland are members of a union or representative organisation. In the municipal sector the ratio is 88 %. Non-unionised employees also fall within the scope of agreement application.
