Commission for Local Authority Employers
- Promotes the interests of Finnish local and joint authorities in the labour market
- Promotes the interests of Finland's local authority employers at the European level
- Negotiates collective agreements on municipal civil service and contracted employment together with the principal negotiating organizations
- Gives Finnish local authority employers recommendations in matters concerning the improvement of performance and working life
- The Commission for Local Authority Employers is also an employer confederation representing local authority employers in incomes policy negotiations
The functions of the Commission for Local Authority Employers are laid down in law. (Act on the Commission for Local Authority Employers 254/93). It is part of the Association of Finnish Local and Regional Authorities, which serves and promotes the interests of Finland's municipalities.
Labour market issues are decided by the Board of the Commission. The Ministry of the Interior appoints the eleven members of the Board to represent local authority employers for a four-year term of office. The relative standings of the political parties in local government elections as well as the need for regional equality are taken into account in their selection.
The activities of the Commission for Local Authority Employers are financed by contributions collected from all municipalities. The size of a municipality's contribution depends on its population and local tax rate.
